Pre-Contract Responsibilities
Feasibility Studies: Conduct financial feasibility studies for potential development projects to assess financial viability.
Cost Planning & Estimating: Provide detailed cost and material estimates, perform quantity takeoffs, and develop project budgets and cost plans.
Tender & Contract Documents: Prepare tender documents, bills of quantities (detailed lists of materials and labor needed), and contracts for client approval.
Risk Management: Identify, analyze, and propose ways to mitigate potential project risks.
Post-Contract Roles (Construction & Completion)
Contract Administration: Managing and executing formal contracts, including handling any variations or changes to the original agreement.
Financial Management: Monitoring site expenditure, preparing regular financial statements, and issuing interim payments to contractors based on work progress.
Payment Management: Assessing and processing payments for contractors and subcontractors.
Dispute Resolution: Advising on claims, disputes, and contractual issues, and helping to resolve them between parties.
Final Account Settlement: Preparing and settling the final accounts and project statements upon completion.
Other Important Duties
Liaising: Working closely with architects, engineers, contractors, and other stakeholders to ensure cost-effectiveness and project alignment.
Quality Assurance: Ensuring that projects comply with regulations and quality standards while managing costs.
Lifecycle Costing: Providing advice on lifecycle costs and the economics of alternative design options.
Project Management: In some cases, quantity surveyors may also take on broader project management roles for construction projects.
Educational & Professional Qualifications
Degree/Diploma: A relevant degree or diploma in Quantity Surveying is required.
Accredited Program: Ensure your degree is accredited by the Board of Quantity Surveying Malaysia (BQSM) for professional career progression.
BQSM Registration: You must register as a member with the BQSM and complete their Assessment of Professional Competence (APC) to become a Registered Quantity Surveyor.
RISM Membership: Registration with the Royal Institution of Surveyors Malaysia (RISM) is also necessary on the path to qualification.
1-5 years of experience in an industrial or construction setting, and strong communication and interpersonal skills.
Technical Skills: Familiarity with quantity surveying software and Excel is often a plus.
Soft Skills: Ability to liaise with clients and various project teams to ensure budgets and project timelines are met.
Excellent client-facing, communication and negotiations skills and is able to work well with various level of stakeholders.
Strong command of Bahasa Melayu and English, both written and spoken, and is able to develop effective reports and presentations.
Ability to recommend preventive and corrective actions to address potential risk i.e project delays, challenges and issues for development of project schedules.
Ability to develop effective methods to track project and financial project progress for various projects at a time.
